In 2019, all levels of society were affected by the Covid-19 pandemic. The World Health Organization (WHO) declared Corona Virus Disease (Covid -19) in March 2020 a global pandemic emergency. The pandemic certainly had an impact on refugees, one of which was the Rohingya refugees in Cox's Bazaar who were not immune from the possibility of being exposed to the virus and also the risks that existed during the pandemic. In this case, the role of international organizations is really needed, one of which is through the body appointed by the UN, namely the United Nations High Commissioner for Refugees (UNHCR). The aim of this research is to describe the role of the United Nations High Commissioner for Refugees in the Protection of Rohingya Refugees in Cox's Bazaar during the 2020-2021 COVID-19 Pandemic. The research method used is descriptive qualitative. The data collection technique is carried out using literature study, then the data is analyzed based on the problem formulated, then the data analysis is described in the form of a written report. The results of this research show that the protection that UNHCR has provided to Rohingya refugees in Cox's Bazaar during the COVID-19 pandemic in 2020-2021 has been quite good even though it has not fully run optimally. UNHCR plays the role of initiator, facilitator, determiner and mediator. The main role played by UNHCR in this case is as an initiator.
