ANALISIS KEBIJAKAN INDONESIA DALAM IMPOR DAGING KERBAU DARI INDIA TAHUN 2016
Import is an important aspect for a country in meeting the needs of products / services that cannot be met or do not exist in the country. Indonesia is a country that imports goods/services from abroad to meet the needs of domestic goods/services. In 2016, Indonesia began importing buffalo meat from India to meet the deficit in domestic meat needs. However, the policy of importing buffalo meat from India has received rejection from the public because buffalo meat is not the main meat commodity that is widely consumed by people in Indonesia. This policy also contradicts Law No. 41 of 2014 concerning Livestock and Animal Health article 15 paragraph 2. This study aims to find out the reasons why Indonesia chose to import buffalo meat from India while there were many protests against the policy. This study used descriptive qualitative research methods with secondary sources obtained from books, journals, documents, reports, news articles and websites. This study uses the theory of rational choice proposed by Kegley & Witfkop using 4 (four) stage models, namely problem recognition & definition, goal selection, identification of alternatives, and choice. After the researchers conducted an analysis using this theory, it was answered that Indonesia's policy of importing buffalo meat from India was a rational choice.
