PENGEMBANGAN KARIER APARATUR SIPIL NEGARA PADA PROMOSI JABATAN BERDASARKAN MERIT SISTEM (Studi Pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Palembang)
This research is motivated by problems related to the career development of state civil servants in position promotions based on the merit system at the Personnel and Human Resources Development Agency of Palembang City. The aim of this research is to find out how the career development of state civil servants in position promotions based on the merit system at the Civil Service Agency and Palembang City Human Resources Development. This research method uses descriptive research with a qualitative approach. This research uses data collection techniques through interviews, observation and documentation with 7 informants. Data analysis techniques include data condensation, data presentation and drawing conclusions. The research uses career development theory from Siagian in (Putro & Sahban, 2019: 166) which consists of the components of work performance, recognition by other parties, loyalty to the organization, mentors and sponsors, support from subordinates and opportunities for growth. The results of this research show that in general the application of the merit system in career development for promotion of ASN positions in several government organizations is still poor and very poor due to close relationships, the family system and politicization. Meanwhile, the implementation of the merit system in career development in the promotion of ASN positions at BKPSDM Palembang City has gone well even though there are still problems with ASN management.
