This research aims to explore the strengthening of institutions as an effort towards digital transformation for Micro, Small, and Medium Enterprises (MSMEs) in the Cooperative and SME Agency of Palembang City. A qualitative method was employed to analyze the implementation of programs and the role of the Cooperative and SME Agency in supporting the development of MSMEs. The findings indicate that institutional strengthening has played a crucial role in enhancing the performance and adaptation of MSMEs to digital technology. The evaluation of agency performance covers five main dimensions: organization, human resources, finance, infrastructure, and organizational cooperation, all of which have provided positive impacts on MSMEs. Moreover, the proposed recommendations include providing diverse non-cash assistance, collecting concrete data on MSMEs' needs, giving specific attention to emerging MSMEs, promoting the adoption of digital technology, and fostering collaboration among MSMEs. This study is expected to provide insights for the government and relevant institutions in enhancing the digital transformation of MSMEs and strengthening the business ecosystem in Palembang City.
