The implementation of the Digital Population Identity (IKD) application at the Population and Civil Registry Service of Ogan Ilir Regency is expected to provide improvements in public services which is one of the innovations provided by the central government to meet community needs supported by information technology . However, the percentage of Digital Population Identity Activation in Ogan Ilir Regency has not yet reached the target, it is still very far from what was expected, namely 25% of the number of mandatory electronic KTPs. This research refers to the innovation attribute theory proposed by Everett M. Rogers (1995), which identified five innovation attributes as determining factors for acceptance of innovation. These attributes include relative advantage, compatibility, complexity, triability, and observability. The method used in this research is descriptive qualitative using data collection techniques through interviews, documentation and observation. The research results show that the implementation of public service innovation through the Digital Population Identity (IKD) application at the Ogan Ilir Regency Population and Civil Registry Service has been implemented but is still not optimal, because there are still people who do not know about the Digital Population Identity (IKD) application. The suggestions and recommendations in this research are to introduce the Digital Population Identity Innovation (IKD) service more widely, so that all services can be accessed via the IKD application platform. Apart from that, it is recommended to increase outreach efforts by visiting each village in Ogan Ilir Regency directly.
