Kompas.com and Tirto.id are online media that summarize news about the Covid-19 vaccine certificate as a condition for activities in public spaces with different ways of presenting news. This research was conducted to find out how the framing of the news on the issue of vaccine certificates as a condition of activity on online media Kompas.com and Tirto.id Framing theory according to Zhongdang Pan and Gerald M. Kosicki is used to see the reality behind the discourse of the mass media and an art that may produce different conclusions if the analysis is carried out by different people using four structural dimensions of news texts that are operationalized as tools in news framing, including syntax, script, thematic, and rhetoric. This research uses a qualitative descriptive method that aims to describe an object by collecting data. The results of the analysis between Kompas.com and Tirto.id show: (1) Kompas.com does not show its partiality towards government policies overtly and tends to be neutral by presenting news that compares the opinions of the government, observers, and the parties to the story. (2) Tirto.id also looks neutral but tends to lead to society, this is characterized by several aspects and it can be concluded that Tirto.id tends to make headlines that lead to satirizing policies that will be implemented by the government.
