The relationship between Indonesia and Russia has been going on since 1950. The good relationship between Indonesia and Russia has made the two cooperate in achieving national interests, namely defense cooperation. One of the defense cooperation between Indonesia and Russia is the procurement of the Sukhoi-35 Fighter Jet. However, the incident was delayed in 2020. This case analysis is important to remember the good relationship between Indonesia and Russia. The purpose of this study is to determine the dynamics of cooperation between Indonesia and Russia in the procurement of the Sukhoi-35 Fighter Jet. This study uses the theory of international cooperation according to Robert Keohane and Robert Axelrod based on the Payoff Structure, Impact of the Number of Players, and Shadow of the Future. The research method used is a qualitative approach. Data were collected through literature studies originating from the Official website of the Ministry of Defense of the Republic of Indonesia, the Ministry of Foreign Affairs of the Republic of Indonesia and related news. The results of this study indicate that the Purchase of the Sukhoi-35 Fighter Jet has a Payoff Structure which is carried out with a counter-purchase scheme, the Impact of the Number of Players, the involvement of the United States between Indonesia and Russia, and Shadow of the Future as a long-term strategic step in bilateral relations between Indonesia and Russia.
