Kecombrang flowers and beluntas leaves can be extracted into herbal drinks in the form of tea bags. The aim of this research was to obtain a formulation of kecombrang flower (Etlingera elatior) and beluntas leaves (Pluchea indica) as a combination of anti-diabetic tea bags that met the Indonesian National Standards. The tea bag preparations tested were the condition of the tea bag, steeping water, pH test, water content test, ash content test and hedonic test. There are 3 formulations, namely formulation 1: 3.47, 1: 1.74, and 3.47: 1 and 3 treatments are carried out for each test. In the pH test for the 1:3.47 formulation, the average value was 5.90, for the 1:1.74 formulation, namely 6.02, for the 3rd formulation, namely 6.37. The water content test results for the 1:3.47 formulation were the average value, namely 3.74%, for the 1:1.74 formulation, namely 4.74%, and for the 3.74:1 formulation, namely 4.64%. The results of the ash content test on the 1:3.47 formulation produced an average value, namely 5.81%, the 1:1.74 formulation, namely 2.43%, and the 3.47:1 formulation, namely 7.46%. Next, a hedonic test was carried out with the color, aroma and taste test criteria. The preferred color and taste test results in the formulation were 3.47:1, while the preferred aroma test was balanced between the formulations 1:3.47 and 1:1.74. Based on the research results, it can be concluded that it has fulfilled the requirements of SNI 3836:2013
