PERAN AD HOC JOINT TASK FORCE ON EUDR DALAM MENCAPAI PENUNDAAN IMPLEMENTASI EUROPEAN UNION DEFORESTATION REGULATION (EUDR) PADA SEKTOR CPO INDONESIA-MALAYSIA
The deforestation issue has become a global concern due to its impact on climate change. The European Union's Deforestation Free Products Regulation (EUDR) comes as a response to the climate crisis. However, the lack of clarity on the provisions of the regulation and the rapid implementation plan of the regulation is considered to have a negative impact on smallholders and large companies, especially in the context of trade in commodities such as palm oil or Crude Palm Oil (CPO) produced and exported by Indonesia and Malaysia. In overcoming this EU DR challenge. Indonesia, Malaysia, the European Union proactively formed the Ad Hoc Joint Task Force on EUDR. This research aims to analyze the specific role of the Ad Hoc Joint Task Force on EUDR in its success in achieving delayed EUDR implementation in accordance with the expectations of various state parties at the international level. Using a qualitative research method with in-depth interviews with government officials and stakeholders, this study applies Robert Keohane's theory of Institutional Liberalism which emphasizes the role of institutions as information flows, forums for negotiation and reinforcing expectations of international cohesion. The results show that the Ad Hoc Joint Task Force on EUDR plays an important role in facilitating information exchange between the three parties Indonesia, Malaysia and the European Union. Discusses the concerns that will occur if the EUDR is enacted immediately as well as each country's interests. Then, the Ad Hoc Joint Task Force on EL DR acts as a forum for negotiations between parties to produce fair and realistic regulations, develop traceability and traceability systems to ensure commodity sustainability. Finally, it plays a role in strengthening international cohesiveness through agreed terms of reference or workstreams in fulfilling EUDR due diligence. By understanding the dynamics of this institution, it is hoped that it can provide insight into the role of international institutions on addressing issues related to EUDR implementation.
