The problem that is the focus of this research is the motive of the residents of the Taman Sasana Patra complex to reject Permendagri Number 134 of 2022 concerning the decision on the boundary between Banyuasin Regency and Palembang City, which is the reason for their dissatisfaction with the decision. This research uses descriptive qualitative research methods with a case study approach. The informants in this study amounted to 13 people, namely 10 main informants and 3 key informants, with data collection techniques including structured interviews, non-participant observation and documentation. In this study, researchers used Neil Joseph Smelser's value-added theory in the concept of social movements. The results of this study are in the form of: first, a portrait of the life of the residents of Taman Sasana Patra, second, the motive for rejection which consists of difficulties in taking care of administration due to administrative requirements and the location of the office which is far away, services and public facilities provided by the city of Palembang. Third, the analysis of value-added theory in the rejection motives of the residents of Taman Sasana Patra, namely: 1. Structural conduciveness in the form of social elements (public awareness of tension), physical elements (Taman Sasana Patra and Patra Abadi Community Forum). 2. Structural tension in the form of the issuance of Permendagri No. 134 of 2022. 3. General belief in the form of residents, RT, RW conducting collective discussions. 4. Trigger event in the form of a statement from one of the officials who is considered not wanting to listen to the wishes of the residents. 5. Participant mobilization in the form of participants and collective leaders taking collective action. 6. Social control in the form of collective action security carried out by local leaders and the police. The research finding is that Permendagri Number 134 of 2022 is considered irrelevant because it was carried out unilaterally without seeing the conditions in the location and has a detrimental impact on the residents of the Taman Sasana Patra Complex.
