PERAN MUKWEGE FOUNDATION DALAM PERLINDUNGAN KORBAN KEKERASAN SEKSUAL BERBASIS GENDER DI REPUBLIK DEMOKRATIK KONGO
For centuries, gender-based sexual violence has been used as a weapon of war in various war conflicts. In Democratic Republic of the Congo, various military groups have often used gender-based sexual violence as a primary strategy in warfare. In the first three months of 2023, more than 38,000 reports were recorded, marking a 37% increase compared to the same period in the previous year in the Nord-Kivu region of the Democratic Republic of the Congo. This is because women are considered easy targets, and perpetrators can act without fear of legal sanctions due to impunity. So the role of INGOs is crucial in a comprehensive approach to providing protection to victims. This study uses qualitative data by utilizing primary data sources obtained through books, journals, social media articles and official websites with relevant facts and sources. The author uses the INGO theory by David Lewis and Nazneen Kazni in analyzing the role of the Mukwege Foundation. In carrying out its role as an INGO, the analysis is carried out through three aspects, namely, as Implementers, Catalysts, and Partners. Based on its role as Implementers, the Foundation is able to become a driver by focusing on survivors through three pillars of approach, namely, Holistic Care, Voice: Connecting Survivors; Justice and Accountability. The Mukwege Foundation is able to become a catalyst in conducting advocacy by promoting access to holistic care, empowering survivors through the SEMA film, and launching The Guidebook on State Obligations, innovating by organizing regional learning exchanges every year to share knowledge, and conducting supervision to ensure more efficient and effective management. Furthermore, the Foundation is able to establish cooperation with various partners such as Donor Institutions, IGOs, and other INGOs to support the protection and eradication of victims of gender-based sexual violence in Congo and other conflict areas.
