This research aims to determine the strategy of the Pagar Alam City KPU in increasing public participation in general elections. The type of research used is qualitative descriptive research using Chandler's strategy theory, namely goal and long-term formation, action selection, and resource allocation. The data collection method used is the direct interview method. The research results show that the Pagar Alam City KPU has carried out various strategies and efforts to increase political participation in the community with various programs. In this case, the Pagar Alam City KPU is committed to being an election organizer with integrity, professionalism and independence to realize quality elections. One of the missions of the Pagaralam City KPU is to strengthen the organization's position in the state administration system, develop human resources who are competent and have integrity, and prepare election regulations that provide legal certainty and are participatory. This research involved interviews with informants from the KPU, such as Mrs. Lia Sundariani as Head of the Participation and Community Subdivision. The strategy used to increase community participation is carried out by outreach through social media, increasing the capacity of election organizers at the PPK, PPS and KPPS levels, as well as activities such as carnivals and outreach in schools to target first-time voters supported by the APBN budget. Through this strategy, public participation in elections increases and political apathy decreases, thereby achieving more inclusive and participatory elections.
