STRATEGI PENGEMBANGAN KOMPETENSI PEGAWAI PADA BADAN KEPEGAWAIAN DAN PENGEMBANGAN SUMBER DAYA MANUSIA (BKPSDM) KOTA PALEMBANG
The aim of the research is to determine the description of the Employee Competency Development Strategy at the Palembang City Personnel and Human Resources Development Agency (BKPSDM) as well as the factors that influence employee competency development strategies based on Spenser and Spenser's (1993) theoretical indicators which reveal that competency development can be measured through Knowledge, Skills, Character, Motives, and Self-Concept. The research method uses a qualitative approach in this research. Data was collected by observation, interviews and documentation with seven informants. The sample was determined using the Miles and Huberman data analysis technique by reducing data, presenting data, and drawing conclusions. The results of the research show that employees at the Palembang City Personnel and Human Resources Development Agency (BKPSDM) have implemented competency development strategies well in improving performance through Knowledge, Skills, Traits, Motives, and Self-concept. However, in this research, influencing factors were found, namely, the absence of special training related to the use of IT, a lack of innovation in data base applications, especially competency development, and a lack of budget funds in the field of competency development.
