The decrease in wheat supply from Ukraine, caused by the War between Russia and Ukraine, has raised global concerns. This is due to Russia's blockade of ports in the Black Sea. The Black Sea Grain Initiative agreement emerged as a solution to the problem, aiming to re-stabilize global food prices, increase wheat supply, and assist needy countries. In July 2023, Russia officially withdrew unilaterally from the agreement. This research aims to analyze the main factors behind Russia's decision to withdraw from the agreement. The theory used in the research is constructivism theory through the perspective of Nicholas Greenwood Onuf, which suggests that an individual's influence can be seen through Speech Act consisting of three concepts; 1) assertive, 2) directive, 3) commissive. The type of research contained is qualitative and the data sources obtained through secondary data are in the form of official statements from President Vladimir Putin and parliamentary responses to strengthen the arguments and theories used. This research will focus on these three concepts in answering research questions. After data collection, the researcher found that the main factors causing Russia to withdraw are the failure to fulfill the agreement obligations from the Western Parties, the unfavorable agreement for Russian agriculture, and Russia's disagreement with the decision of the parties initiating the agreement that the export data received is able to meet the needs of the countries in need. In the assertive form, Russia asserts, states, and provides factual data that they have implemented the agreement as it should, but what they received was only disappointment. In the directive form, Russia warns and demands promises from the Western Parties in the signed agreement and will return to the agreement when fully fulfilled. In the commissive form, Russia promises that Moscow will commit to countries in need, especially Africa, to provide assistance in the form of free wheat because, according to Russia, the agreement does not sufficiently meet the needs of those countries.
