Thailand's educational ranking, which is not something to be proud of, illustrates that educational institutions in Thailand are also not very trusted by the foreign community. Because of this, Thailand is making diplomatic efforts through the education sector to attract foreign students to Thailand with scholarship programs directly from the Thai government and well-known universities in Thailand. On this basis, researchers chose to examine Thailand's New Public Diplomacy efforts to increase the number of Indonesian students in Thailand. This research analyzes Thai state universities as the main actor using Zaharna's Network Communication Approach in understanding New Public Diplomacy in answering research questions based on the role of Thai state universities as the main actor in creating diplomacy through scholarship programs that have helped introduce the country of Thailand to the public or students international which includes three indicators, namely: message exchange, networking, and relationship building.
