EFEKTIFITAS REGIONAL PLAN OF ACTION (RPOA-IUU) DALAM PENANGGULANGAN PENYELUDUPAN BENIH LOBSTER DARI INDONESIA KE SINGAPURA TAHUN 2019-2021
RPOA or Regional Plan of Action is a regime that was born from the IPOA framework. RPOA-IUU itself has the aim of tackling IUU-Fishing activities, especially in cases of lobster seed smuggling. Indonesia is a country with abundant sources of marine biota and often because of this wealth, many countries want these resources, including Southeast Asian countries such as Vietnam, the Philippines and Singapore. This research aims to see the effectiveness of RPOA-IUU as a regime to tackle the smuggling of lobster seeds from Indonesia to Singapore in 2019-2021. This research uses regime effectiveness theory as the main basis. The research method used is descriptive qualitative. The author obtained primary and secondary data sources. The results of this research are that the RPOA-IUU itself is still not effective because, the RPOA-IUU itself does not yet have a framework and other member countries do not yet see the lobster seed smuggling case as a serious case apart from domestic problems such as transit routes and policy inconsistencies which are also making RPOA-IUU less effective in tackling lobster seed smuggling.
