EVALUASI KEBIJAKAN PROGRAM BANTUAN PANGAN NON TUNAI (BPNT) DI KABUPATEN OGAN ILIR
This research was conducted to determine the Policy Evaluation of the Non-Cash Food Assistance Programme (BPNT) in Ogan Ilir Regency. The level of poverty and food inequality which is still a major problem in Indonesia has led the government to issue this assistance policy. However, this assistance in Ogan Ilir Regency still has obstacles in its implementation, where the Non-Cash Food Assistance Programme policy has been implemented in order to improve the distribution of food assistance in the community. The method used in this research is Descriptive Qualitative with data collection techniques namely Interview, Observation, and Documentation. Through the collection of primary and secondary data, this research analyses the extent to which the implementation of this programme has succeeded in achieving its initial objectives in providing assistance to beneficiaries. This research uses Dunn's (2003) theory with 6 variables of effectiveness, efficiency, adequacy, equity, density, and responsiveness. The results of this study indicate that the implementation of Non-Cash Food Assistance (BPNT) in Ogan Ilir Regency has not run optimally. This is because the implementation of this assistance is still ineffective, and there are still constraints in the implementation of this assistance. From this research, the author suggests that it is necessary to improve education and socialisation for this program, improve the mechanism for distributing aid, and supervise the implementation of Non-Cash Food Assistance (BPNT).
