UPAYA PELINDUNGAN WARGA NEGARA INDONESIA: STUDI KASUS PEKERJA MIGRAN INDONESIA NON-PROSEDURAL DI KAMBOJA
Working as a migrant worker abroad is one option to reduce the number of unemployed. Indonesian migrant workers generally prefer to work in Malaysia within Southeast Asia. However, there was a unique case in 2021 of human trafficking in Cambodia. Cambodia is not the main destination country for Indonesian Migrant Workers to work. Indonesian Migrant Workers in Cambodia come using tourist visit visas and changed to multiple visas, so they work non-procedurally. Non-procedural Indonesian Migrant Workers in Cambodia work in online gambling and online scams belonging to Chinese companies. The concept framework used in this research uses the concept of Duty of Care, which consists of 3 forms: Social Contact of Care, Intermediaries of Care, and Extensions of Care. This research was conducted using interviews and literature studies. This study aims to analyze the Indonesian government's efforts in protecting Indonesian citizens working non-procedurally in Cambodia. The results of this study show that the new Duty of Care concept runs in the form of Social Contact of Care through efforts made by the Indonesian Embassy in Phnom Penh. Still, the Kingdom of Cambodia has not ratified international conventions related to the protection of migrant workers. In addition, the form of protection through the Intermediaries of Care and Extensions of Care has yet to run optimally.
