This research aims to determine the effectiveness of the performance of the State Civil Apparatus (ASN) in the Personnel and Human Resources Development Agency of Palembang City. This research is a descriptive qualitative research, there are 4 informants in this research consisting of the Head of the General and Personnel Subdivision, the Head of the Apparatus II Performance Assessment and Evaluation Subdivision, the Personnel Implementation Staff, and the Apparatus Performance Analysis Staff. To achieve this goal, researchers used data collection techniques through interviews, observation and documentation.The research results show that the effectiveness of the performance of the State Civil Apparatus in the Personnel and Human Resources Development Agency of Palembang City has not been effective. This is seen based on adaptability, work performance and job satisfaction. The results of employee work are good, but in terms of discipline there are still some employees who are less disciplined in terms of attendance and the infrastructure is still inadequate
