Japan's TEPCO dumping of processed nuclear waste in the Fukushima sea in 2023 received a negative response, such as the imposition of a ban and the cessation of imports of seafood from Japan. This is because in 2011 Japan experienced a nuclear accident at the Fukushima Daichii nuclear power plant. Japan is considered to not attach importance to the international environment and violates international maritime law. This research seeks to analyze how the international organization IAEA helps resolve the problem of disposal of processed nuclear waste in the Fukushima sea. This research uses Barnnet and Finnemore's international organization theory with the concept of authority. The method used in this research is descriptive qualitative with secondary data sources originating from books, scientific journals, annual reports, official websites and articles in the mass media. The research results show that the IAEA helps Japan through three authorities, namely Delegate Authority, Moral Authority, Expert Authority. Delegate Authority from the IAEA is carried out by providing assistance such as the formation of a task force, real-time data on the development of processed water through the official IAEA and TEPCO websites and ongoing reviews by IAEA experts in collaboration with Japan. The Moral Authority of the IAEA, through regular review visits based on the Terms of Reference (TOR) carried out by the IAEA to the Fukushima dump site and power plant, the Expert Authority of the IAEA, provides assistance with its expertise in the nuclear field to carry out laboratory tests related to the surrounding environment for radiation exposure. caused. However, this authority has limitations seen from the IAEA which cannot stop the ban on imports of Japanese marine products in several countries.
