This research aims to determine the implementation of the principles of good environmental governance in the Waste Bank program in Ilir Barat I District, Palembang City and the factors that hinder its implementation. The background to this research is the increase in the amount of waste in Palembang City and Ilir Barat I District as the areas with the largest waste contribution in Palembang City. In order to overcome the waste problem, the Palembang City government established and adapted the Waste Bank program as an effort to deal with waste through waste reduction. As an environmental management program to realize good environmental governance, it must be balanced with the application of the principles of good environmental governance. This research is qualitative descriptive research, with primary and secondary data sources, and data collection techniques through interviews, observation and documentation. The results of the research show that the principles of good environmental governance have not been implemented well in the implementation of the Waste Bank program in Ilir Barat I District, Palembang City. Based on the principles of good environmental governance according to APFED (2009), namely awareness, empowerment, coordination and enforcement, only the principles of empowerment and coordination have been implemented quite well even though there are still obstacles in them. This is due to several factors, namely lack of public awareness, lack of access to information, supervision and enforcement have not been implemented properly, and government responsiveness is relatively low. The results of this research analysis recommend that special regulations be made to regulate the Waste Bank and carry out a program assessment as a form of evaluation for the success of the Waste Bank program in the future.
