This study is aimed at finding out the planning of the APBD budget for 2022 at the Development Administration Bureau of the Regional Secretariat of South Sumatra Province. The South Sumatra Provincial Government has a vision and mission fot the elected governor and deputy governor for the 2019-2013 term, namely South Sumatra is Advanced for All. In order to implement thr vision and mission, regional government need to prepare APBD to ensure the availability of these funds. Using a descriptive qualitative approach, this study is used to look at planning system of the 2022 APBD at Bureau of Development Administration of Secretariat, how the stages of planning to any obstacles that exist when planning and compiling APBD. This study uses interview techniques and documentation. This research seeks to provide in-depth insight into budget planning. The results of this study were well implemented, but there were delays due to changes in the budget in the middle of implementation.
