The study aims to discuss Myanmar Country Programme 2015-2019 as the United Nations Office on Drugs and Crime (UNODC) in hadling opium production in Myanmar at the border using qualitative research methods using secondary data based on the neo-liberal institutionalism approach and the theory on the role of the international organization. Research shows that the United Nations Office on Drugs and Crime (UNODC) played an instrument, giving of sustainable alternative development policies for opium farmer. As an arena, dicussions and consultations on the development of drug policy through Working Group Meeting for Development of Policy. And independent actor, through Myanmar policy changes on the drug: The 1993 laws on illicit drugs and psychotropic became the National Drug Control Policy. The United Nations Office on Drugs and Crime (UNODC) played a key role in the program and has a positive and sustainable impact on Myanmar’s control of opium production through policies that are created and mutually agreed upon through the forums that are formed.
