This research aims to find out the implementation of the NUWSP program in the SPAM piping network construction activities in Gandus Palembang City carried out by the South Sumatra Regional Settlement Infrastructure Center. The research method used, namely qualitative research methods to discuss and examine a major phenomenon, with descriptive research. Data collection techniques were conducted through in-depth interviews, field observations, and documentation methods. The data analysis technique refers to the Miles and Huberman technique with four interconnected parts in the data analysis technique, namely data condensation, data reduction, data presentation, and conclusion drawing. This research uses the implementation theory of Van Meter and Van Horn with six dimensions, namely policy standards and objectives, policy resources, inter-organizational communication and implementation activities, characteristics of implementing agencies, economic, social and cultural conditions and attitudes of implementors. The results of this study indicate that the implementation of the NUWSP program in the SPAM pipeline network development activities in Gandus Palembang City cannot be said to be fully successful, both from problems in economic, social and political conditions, suitability of implementation time, development plans and target beneficiaries have not been able to run optimally.
