Convention on the Elimination of All Forms of Discrimination Against Women is an international agreement whose role is to monitor the situation of women as well as promote women's rights which are very important in terms of equality and empowerment. CEDAW has binding legality, so that Japan, as a country that has ratified CEDAW since 1985, is obliged to comply with the rules and objectives of CEDAW. Moreover, based on The Global Gender Gap Report in 2012, Japan was ranked 101st in the category of women's participation in the economic sector, so Japan has an obligation to resolve the problem of gender inequality in its country, especially in the number of female workers participation. The womenomics policy was initiated by Shinzo Abe who served as Prime Minister of Japan in 2013 to increase employment opportunities and empower women to increase women's participation in Japan, especially in the economic sector. Therefore, this research aims to explain how effective the implementation of CEDAW was during the Shinzo Abe administration regarding the issue of female worker participation in Japan (2013-2020). This research uses regime effectiveness theory consisting of output, outcome and impact as a measure of its effectiveness, and uses qualitative research methods. The results of this research then explain that the womenomics policy during the Shinzo Abe administration, as well as the outcomes of the CEDAW regime, can be said to have not been effective enough to increase the number of female workers' participation in Japan.
