The conflict and land border dispute between Indonesia and Timor-Leste in the Noelbesi-Citrana area haveposed ongoing challenges in the bilateral relationship between the two countries. In an effort to alleviatetensions and build trust between the two parties, Indonesia and Timor-Leste have employed ConfidenceBuilding Measures (CBMs). This study aims to analyze the implementation of CBMs in resolving the landborder dispute in the Noelbesi and Citrana areas. The research method utilized in this study is a qualitativeapproach, involving in-depth interviews with government officials in the Noelhesi-Citrana region. Theresearch findings indicate that trust between Indonesia and Timor-Leste has been established through 1.Communication Measures, including open communication, personnel exchanges, and dialogue quality Opencommunication between the involved parties is crucial for monitoring personnel exchanges in the conflictThe quality of dialogue in CBMs is also essential, encompassing the ability to listen, understand, andcommunicate with empathy and respect. 2. Constraint Measures involve the reduction of military forces todecrease military presence in sensitive areas 3 Transparency Measures include military exercises aimed at reducing the risk of miscommunication between the two parties 4. Goodwill measures, such as audits or inspections, ensure that all partics adhere to agreed commitments 5. Verification Measures unvolve initiatives and trust to seek peaceful solutions and reduce tensions The study concludes that while negotiations anddiscussions have significantly contributed to resolving issues involving the commumty in resolving thisterritorial dispute would further strenethen the process Although the relationship between the Indonesianand Timor-Leste governments is fairly good, the Noethest Cirrana segment remains unresolved due to thelack of agreement between the local indigenous communitics and the goverment Keywords: Confidence Building Measures (CRMs), territorial conflict, Indonesia-Timor-Leste land border
