IMPLEMENTASI KEBIJAKAN MUTASI PEJABAT STRUKTURAL APARATUR SIPIL NEGARA DI KABUPATEN EMPAT LAWANG
This research is about Implementation of Structural Transfer Policy of State Civil Service Officers in Empat Lawang. The purpose of this study was to determine the implementation of the Structural State Civil Service Officials (ASN) Mutation Policy which was held by the Government of Empat Lawang. This type of research is qualitative research with a descriptive approach utilizing documentation, interviews, and literature study. Data analysis techniques used include data reduction, data presentation, and concluding. This study uses the policy theory of George C. Edward III which consists of four dimensions including communication, resources, disposition, and bureaucratic structure. The results showed in the process of implementing the policy for the transfer of structural officials of the Civil Servant (ASN) in the Empat Lawang district, it went well even though there were still obstacles in the stages of information carried out by the Regional Device Organization (OPD). Therefore, the Personnel and Human Resources Development Agency (BKPSDM) does not receive information about employees and structural positions that are currently vacant in the OPD, and the full authority to decide the transfer policy is the Regent of Empat Lawang. In this study, the OPD should cooperate in terms of data collection of employees who will transfer and OPD should immediately communicate to BKPSDM if there is a vacancy in the government of Empat Lawang Regency.
