KEBIJAKAN LUAR NEGERI KOREA SELATAN PADA MASA PEMERINTAHAN PRESIDEN MOON JAE IN TERHADAP JEPANG DALAM KASUS COMFORT WOMEN
South Korea and Japan are two countries that have a bad relationship due to the comfort women system. In 2015, bilateral meetings between South Korea and Japan resulted in the 'comfort women agreement 2015' which is believed to be a valid resolution for the settlement of this case. Since the election of Moon Jae-in as President of South Korea, a firm stance towards Japan is a step of South Korea's foreign policy. However, at the end of his term, he said he wanted to improve relations with Japan. This study focuses on what are the determinants factor that influence the change in dynamics of President Moon Jae-in as a decision-maker on foreign policy towards Japan in the case of comfort women. This research uses qualitative research methods, by collecting data and analyzing it. Data is collected by library study techniques through secondary data such as books, journals, and official government websites. The results of this study explain that there are determinants of President Moon Jae-in's changing attitude in making foreign policy as stated by Richard Synder, namely internal conditions such as knowing how domestic politics are dominated by the Democratic Party of Korea and public opinion in South Korea, also external conditions such as the Women's Council, Japan and the United States that resulted in the dynamics of policy changes in President Moon Jae In's administration in the case of comfort women.
