PELAKSANAAN STRATEGI KOMISI PEMILIHAN UMUM DALAM MENINGKATKAN PARTISIPASI PEMILIH PEMULA (Analisis Menjelang Pemilu Serentak Tahun 2024 Di Kabupaten Musi Rawas Utara)
This study discusses the Implementation of the General Election Commission's Strategy in Increasing Novice Voter Participation (Analysis Ahead of the 2024 Concurrent Elections in North Musi Rawas Regency). The background of this research problem is that the voter education program for the beginner group in North Musi Rawas Regency was not carried out massively. During the election stage since June 14, 2022, only 3 Senior high schools/vocational High schools/Islamic Senior High Schools have just been carried out novice voter education and 19 Senior high schools/vocational High Schools/Islamic Senior High Schools have not been carried out voter education, the voter education program can only be followed with limited participants because the program is carried out in classrooms. This research uses Chandler Theory which consists of 3 indicators, namely Long-Term Formulation and Goals, Action Selection, and Resource Allocation. The type of research used is descriptive with qualitative research methods. Based on data analysis, the novice voter education program is still far from achieving the national target of 80% of the realization of voter education programs and is classified as passively implemented, voter education can only be followed by limited participants, and the General Elections Commission budget limitations in implementing voter education programs. The results of this study suggest that the General Elections Commission should pay attention to resources by submitting a specific state budget amount for voter education programs that are as needed to facilitate and achieve predetermined targets. The General Elections Commission needs to create a volunteer team to assist in facilitating voter education programs in each Senior High Schools/Vocational High schools/Islamic Senior High Schools. The General Elections Commission needs to change the concept of voter education events to the concept of open spaces.
