As one of the state-owned enterprises (BUMN) PT. Pertamina Hulu Rokan has an obligation in the management of good Information Technology Governance in accordance with the Good Corporate Governance (GCG) and Good Information Technology Governance (GIG) references. The implementation of GCG has a favourable impact, especially on the company's performance. PT Pertamina Hulu Rokan currently has several shortcomings and problems related to IT governance such as IT management that has not run well, limited asset and project management, and IT governance audits have not been carried out. PT. Pertamina emphasised that the importance of IT governance in order to support business operations to be in line with the goals and organisations based on the guidelines for standardising the governance of PT. Pertamina is the COBIT 2019 framework. In this research, the Goals Cascade COBIT 2019 domain mapping was carried out through identification of specific stakeholder needs. There are 2 processes that are agreed as a research focus based on what is needed to determine the capability Level in the company, namely the process code BAI09 (Managed Assets) and BAI11 (Managed Project). Each process is carried out with an interview method and questionnaire that is tailored to the 2019 COBIT framework guidelines. The results of the capability Level assessment state that the BAI09 process has reached Level 5 while BAI11 has reached Level 3 of 4 Levels. because the BAI11 process has not reached the maximum Level, a recommendation for improvement is needed, namely project evaluation to identify possible risks that will occur and ensure the root cause of the problem has been corrected.
