The purpose of this study was to find out the implementation of Online Single Submission (OSS) system in Department of Investment and Integrated Services One Door Prabumulih City. This research uses descriptive-qualitative method. The Data collection technique used in this study were observation, interview and documentation. This study uses implementation theory acording to George C. Edward III which has four factors namely communication, resources, disposition and bureaucratic structure. The results of this study indicate that the Prabumulih City Investment Service and Integrated One Stop Service has implemented the Online Single Submission (OSS) system service properly, although there are still some obstacles that occur in the implementation, such as lack of communication to the entrepreneur about the online single submission (OSS) system and internet network facilities are still weak enough that it needs to be improved. The impact of the implementation of the Online Single Submission (OSS) system policy is to make it easier for entrepreneur to apply for business licenses, both in terms of time efficiency and the speed of the licensing process.
