MODEL SKEMA PEMBIAYAAN IMPROVED DYNAMIC SPECTRUM DAN TRAFFIC MANAGEMENT BERBASIS DEMAND RESPONSE DAN INSENTIF HETEROGEN DENGAN FUNGSI UTILITAS STONE-GEARY
The use of communication technology has increased, especially in the use of the internet, thus encouraging Internet Service Providers as service providers to improve the quality of services at more affordable costs. This research uses secondary data, namely traffic data from one of the local servers in the city of Palembang with the aim of producing optimal models and solutions from improved models of internet incentive financing based on demand response and heterogeneous incentives as well as fair networks and Stone-Geary utility functions. Through the establishment of three internet incentive financing schemes, namely flat fee, usage based and two part tariff. Validating a model requires sensitivity analysis to observe changes in coefficients in the objective function and constraint function which can affect the results of the model completed with LINGO 13.0 software. The optimal solution for the improved internet incentive financing model is obtained from a flat fee financing scheme during peak hours of IDR 1,415×10^18/ kbps. These results provide optimal service to ISPs and greater profits to consumers.
