The purpose of this research is to produce a valid, practical, and effective virtual laboratory of Material Changes at Kusuma Bangsa. The development research model uses a modified Rowntree model with Tessmer’s Formative Evaluation.The stages of the Rowntree development model include the Planning stage, the Development stage, and the Evaluation stage. The Evaluation phase consists of five stages, namely Self Evaluation , Expert Review ,One to One, Small Group, and Field Test. Data collection techniques in the form of interviews and questionnaires. The validity score of the virtual laboratory of materials and changes according to Aiken for the media aspect is 0,93 and the material aspect of 0,91 is included in the category (high). Practicality score of one to one virtual laboratory stage of materials and changes was obtained at 87% and small group stage at 90% with the category (very practical). The effectiveness results are based on an N-Gain Score of 0,94 category (high). Keywords: Development Research, Virtual Laboratory, Material Changes, Rowntree and Tessmer Research Model.
