This study aims to determine the implementation of the Prisoner Development Program as an Effort to Prevent the Occurrence of Narcotics Crime Recidivism at the Palembang City Class IIA Women's Prison. This research uses a qualitative method with a case study type of research. The sampling technique used in this study was purposive sampling with 7 informants. The data collection techniques used were documentation and interview techniques. The data analysis techniques used are data reduction, data presentation and conclusion drawing. The results of this study indicate that the implementation of the prisoner development program as an effort to prevent recidivism of narcotics crimes in the Palembang class IIA women's prison has been implemented through personality and independence development, but it is not optimal because there are several obstacles including prisoners who are a little difficult to discipline to participate in activities, limited rooms or places for coaching activities, lack of budget funds.
