This research aims to develop an assessment instrument in the form of HOTS questions on plant material, the source of life on earth in class IV at SDN 74 Palembang regarding development procedures, validity and reliability. The research method used is R&D (Research and Development) with the ADDIE (Analysis, Design, Development, Implementation, and Evaluation) model. The subjects of this research were 32 student. Data collection techniques in the research are observation, interviews and documentation. Validation from material experts obtained a percentage result of 97% with a very valid category. Expert assessment validation obtained a percentage result of 89% with a very valid category. Empirical validity which refers to the analysis of student trials shows that of the 50 questions developed there were 5 invalid questions and 45 HOTS questions were declared valid with reliability level of 0.825 (reliable category). This based on these result, it can be concluded that the assesment instrument in the form of HOTS questions that was developed contained 45 HOTS questions that met the valid and reliable categories. So it can be use to see the level of understanding and high-level thinking abilities of students in class IV elementary school.
