JKN is a program of the Indonesian Government to create Universal Health Coverage (UHC) asmandated by Law no. 40/2004 SJSN. The achievement of UHC in Palembang City in June 2023 has reached 100%, and this figure has exceeded the national target based on the 2020-2024 National Medium Term Development Plan, which is 98%. The aim is to analyze the success of the achievements of the UHC program in Palembang City using the policy of the triangle model. The research method used was qualitative methods with descriptive design. The informants in this research were 6 people from the Palembang City government. The determining informants were using purposive techniques. This research was conducted within the Palembang City Government. The triangulation in this research was the Head of Health Services and Referrals at the South Sumatra Province Health Office, the Head of SDMUK BPJS KC Palembang, and the Head of the Palembang City Social Welfare Team. Data analysis using content analysis. The results of this research showed content factors in the form of policies in implementing JKN in Palembang City, namely Palembang Mayor Regulation Number 35 of 2021. The actors involved include the Mayor, Health Service, Social Service, Palembang City Population and Civil Registry Service, and Health BPJS of Palembang KC. The context includes budget availability, adequate technology, community participation, adequate human resources, and the integration policy of Jamsoskes of universal South Sumatra. In the implementation process, there were several policies and innovations from related agencies as an effort to accelerate UHC in Palembang City. The conclusion of the successful achievement of UHC in the City of Palembang is based on Mayor Regulation Number 35 of 2021 which still experiences obstacles such as inappropriate population data. Therefore, coordination between related agencies is needed in terms of improving population data accurately.
