This research is entitled "Development of Webtoon-based Electronic Comic Learning Media Basic Competencies 3.7 in Class XI History Subjects at Public High School 3 Tanjung Raja" this research was conducted in class XI Social Sciences 1 Public High School 3 Tanjung Raja. This research is a type of research that uses the Alessi & Trollip development model. The purpose of this research is to develop webtoon-based electronic comic learning media that is valid and has an effective impact on learning History in class XI Social Sciences 1 Public High School 3 Tanjung Raja. The validity of the developed product is based on the results of validation conducted to several experts, namely material experts, media experts, and learning design experts. The results of material validation amounted to 4.26 with a very valid category, media experts amounted to 4.73 with a very valid category, and learning design experts amounted to 3.84 with a valid category. The effectiveness of using webtoon-based electronic comic learning media can be seen in the learning outcomes of students who experience an increase in learning outcomes of 45% with an N-gain of 0.79 which is in the high category. It can be concluded that this webtoon-based electronic comic learning media is valid and effective to be applied in class XI Social Sciences 1 Public High School 3 Tanjung Raja..
