ANALISIS IMPLEMENTASI TATA KELOLA MUTU PASCA AKREDITASI PUSKESMAS DI KOTA PANGKALPINANG
Puskesmas accreditation is closely related to the quality of service dimension in the evaluation standard. The results of evaluation monitoring by the Bangka Belitung Health Office and the Pangkalpinang City Health Office are still dominated by intermediate accreditation status (67%) and there have been no post-accreditation quality improvement efforts and not all health centers report the measurement of quality indicators through the application. Meanwhile, the implementation of quality governance is important to ensure continuous quality improvement efforts. The study aimed to analyze the implementation of quality governance after puskesmas accreditation in Pangkalpinang City. The research method is qualitative with a case study approach based on the Plan, Do, Study, Action (PDSA) cycle. The informants were 27 people with a purposive method or chosen deliberately by the researcher because informants who understand the process of quality governance of health centers are needed. The research was conducted at all health centers in Pangkalpinang City. Data were collected using in-depth interviews, document review, and observation. The data was analyzed using content analysis. The results of the analysis of the plan stage related to the preparation of quality have been carried out by the health center such as data collection, setting goals according to problem priorities, identifying root causes, and compiling work plans. The do stage for testing quality activities carried out has not all been according to plan and has not been documented. The study stage related to the learning process in further analysis has been carried out but has not been optimized according to the guidelines. Then the action stage is still a lack of understanding of the puskesmas about the importance of standardizing follow-up so that it can routinely succeed in trial activities. The conclusion is that the implementation of quality governance after puskesmas accreditation has been carried out with the PDSA cycle, but some stages of Do, Study and Action have not optimally referred to the guidelines for quality governance of puskesmas. Suggestions for puskesmas, to maximize monitoring of each stage in the PDSA cycle by creating a monitoring instrument to ensure the implementation of quality governance in accordance with the guidelines.
