ANALISIS IMPLEMENTASI KEBIJAKAN PEMBERIAN AIR SUSU IBU (ASI) EKSKLUSIF DI WILAYAH KERJA PUSKESMAS PERUMNAS KABUPATEN REJANG LEBONG.
The percentage of exclusive breastfeeding at Perumnas Health Centers over the past two years has not reached the national target of 80%, as evidenced by the coverage of exclusive breastfeeding in 2021 of 46.2% and in 2022 of 69.74%. The low coverage of exclusive breastfeeding results in the implementation of exclusive breastfeeding policies that are not yet optimal. The aim of the study was to analyze the implementation of the policy of exclusive breastfeeding in the working area of the Perumnas Health Center in Rejang Lebong Regency, namely PP RI No. 33 of 2012. This research uses a qualitative research design with a descriptive approach through in-depth interviews, observation and document review techniques. There were 9 research informants who came from the National Public Health Center and the Rejang Lebong District Health Office. The results of the study show that in the communication variable there has been policy communication but the information delivery process has not been maximized, resource variables have not been implemented optimally such as there is no special fund for exclusive breastfeeding program activities, there are no breastfeeding counselors, there is no training, there are no exclusive breastfeeding facilities adequate, the division of authority and responsibility is not optimal. In the disposition variable, all implementers have been supportive, there are still unfavorable mothers' responses and there are no incentives for implementing staff. Variable bureaucratic structure has been going well. In the variable implementation of the exclusive breastfeeding policy at the Perumnas Health Center it is still not in accordance with PP RI No. 33 of 2012 including implementing IMD and providing special facilities for breastfeeding rooms. Meanwhile, other matters regulated in PP ASI such as the implementation of rooming-in, providing information and education about exclusive breastfeeding, prohibiting giving formula milk, and not receiving formula milk assistance have gone well. It was concluded that as a whole the implementation of the policy of exclusive breastfeeding in the working area of the Perumnas Health Center in Rejang Lebong Regency is still not running optimally. It is hoped that the Puskesmas will provide breastfeeding counselors and complete exclusive breastfeeding support facilities such as the Special Breastfeeding Room.
