PENERAPAN PENEGAKAN SISTEM ETLE DALAM PERSPEKTIF ELECTRONIC GOVERNMENT (Studi Pada Direktorat Lalu Lintas Polda Sumatera Selatan)
The high number of traffic violations is one of the causes of the high number of traffic accidents that occur, taking strict action against traffic violations will change driver behavior in traffic and improve safety in traffic. With these problems, especially in the city of Palembang, in accordance with Presidential Decree No. 3 of 2003 concerning National Policy and Strategy for E-Government Development and the law can become a legal umbrella as an applicable application. The purpose of this study is to find out how ETLE is implemented in the perspective of E-Government in Palembang City. This study uses a qualitative descriptive research method. By using the theory of Richardus Eko Indrajit which uses 6 (six) aspects of the success of Electronic Government. The results of the research show that the implementation of ETLE in the city of Palembang fulfills several aspects and dimensions examined by the authors. These aspects include: (1) Content Development, based on the reviews that have been carried out, services have been improved to facilitate public access in prioritizing the implementation of ETLE. (2) Competency Building, based on the reviews that have been carried out, there is training to increase the competence of officers in accordance with aspects of development, training and dimensions of E-Government. (3) Connectivity, in this aspect, it has been reviewed that the South Sumatra Ditlantas infrastructure is functioning properly, (4) CyberLaws, based on the distribution of electronic ticketing, the presence of legal instruments, fulfills the process of applying electronic ticketing. (5) Citizen Interfaces, by reviewing the effectiveness of the South Sumatra Regional Police Ditlantas, procuring human resources and developing access canals in planning to make it easier for all members to access the ETLE system. (6) Capital, it was found that the system development had been managed directly by the Palembang City government.
