Positive cases of COVID-19 that continue to increase make the government continue to issue policies so that this pandemic can end. At the immigration agency, based on the principle of selective policy which regulates foreigners entering and leaving the territory of Indonesia, there is a need for a more selective and effective policy in supervising foreigners,especially during the COVID-19. The study wants to see how the implementation of selective policy at the TPI Padang Class I Immigration office towards foreigners living in West Sumatera during the COVID-19 Pandemic in 2020—2021. The research method with used is a qualitative method with a descriptive apporach. Sources of data used are secondary to those obtained from journals, reports, articles, and literature studie. The theory used is the theory of regime implementation in the domestic field which discusses the stages in the procces of implementing selective policy in an area. The results showed that implementation ofselective policies carried out by the class I Immigration office of TPI Padang towards foreigners living in West Sumatera during the COVID-19 pandemic in 2020-2021 was the issuance of regulations, the application of the APOA aplication, the making of online visas, and the supervision of foreigners.
