PELAKSANAAN INTERNATIONAL LABOUR ORGANIZATION (ILO) SEBAGAI ORGANISASI INTERNASIONAL DALAM MENANGANI MASALAH KETENAGAKERJAAN AKIBAT COVID-19 DI INDONESIA
This research aims to find out how the ILO functions as an international organization in dealing with employment problems due to Covid-19 in Indonesia. This research uses the theory of Institutional Liberalism using the conceptual framework of International Organizations according to Margaret P. Karns, Karen A. Mingst and Kendall W. Stiles as an analytical tool and uses descriptive qualitative methods to explain the research topic thoroughly and in depth. The data in this research was obtained by the author through interviews and literature studies such as journals, previous research, books, reports, newspapers and other supporting data sources. The research results show that in dealing with employment problems due to Covid-19 in Indonesia, the ILO as an international organization carries out its functions as an international organization by carrying out six functions, namely: (1) as informational: the ILO acts to provide a source of factual information. (2) As a Forum: The ILO provides a forum that functions as a place to discuss problems faced by member countries. (3) as Normative: The ILO can act to create certain standards. (4) As Rule Creation: The ILO makes rules to enforce the rules or even agreements that have been agreed upon. (5) As Rule supervision: The ILO acts in supervising the agreed rules. (6) As Operational Utilization of Existing resources, can be in the from of funding or technical assistance.
