UPAYA ASEAN DALAM MENANGANI CYBER TERRORISM SEBAGAI KEJAHATAN TRANSNASIONAL
Southeast Asia is an area that continues to experience developments in various aspects such as economy, politics, tourism, social and security. With developments in these various aspects the Southeast Asian region will also face obstacles on its way. One of the challenges faced by Southeast Asia that can endanger and threaten the security of countries in the region is cyber terrorism which is classified as a form of transnational crime. This Southeast Asian region is considered a very strategic area in the development of transnational crime. ASEAN as a Southeast Asian regional multilateral cooperation organization responds to this phenomenon by trying to tackle transnational crimes by taking quick and concrete actions in the form of cooperation between member countries. This collaboration is one of the objectives of the establishment of ASEAN through the Bangkok Declaration to strengthen the foundations of a community of countries in a peaceful and prosperous Southeast Asia region. The type of research used in this thesis is descriptive, namely to make a systematic, factual, and accurate explanation of the facts. In general, there are three roles of international organizations, namely as an instrument in achieving the interests of the state, as an arena for conducting diplomacy, and as an independent regulatory actor. Security cooperation through ASEAN forums cannot produce a binding convention because the issues touched upon are issues related to a country's economic, political and social problems. The same thing of course also applies in this cyber terrorism. ASEAN is indeed an independent actor.
