The inconsistency that occurs with the law in Indonesia has an impact on legal uncertainty, the impact is that the community is at a loss due to the inconsistency of legal regulations in Indonesia. In dealing with these problems, Indonesia and Japan have established a technical cooperation relationship in the field of law through an agreement on a Record of Discussion regarding cooperation in the field of law in 2015 in Indonesia. Japan is a country with a good legal regulation system, so it is understood that the decision to cooperate with Japan is relevant. However, there is another thing that needs to be questioned, namely the effectiveness of cooperation with Japan, which is a country with a different government and legal system from Indonesia. Therefore, the authors are interested in knowing the effectiveness of the collaboration between JICA the Ministry of Law and Human Rights, and the Supreme Court during the 2015-2021 period. This study uses the concept of regime effectiveness according to Arild Underdal which explains effectiveness can be measured through the problem of malignancy, problem-solving capacity, and level of collaboration. The research results show that JICA's cooperation with Indonesia in the field of law for 2015-2021 has been effective.
