In analyzing the multi-track diplomacy efforts of the Ministry of Tourism and South Bangka Regency through the Toboali City on Fire festival, researchers will provide a framework to clarify the purpose of the research to be carried out. Researchers will focus on the ministry of tourism which is the main actor in this research which is then seen by a multi-track diplomacy perspective which becomes an analytical knife to see what efforts have been made by the ministry of tourism in attracting foreign tourists so that it can create branding for Indonesia itself through this Toboali city on fire festival. Another change that has occurred in Intemational Relations is that at present interactions are no longer only carried out by countries but cities are considered as one of the actors in international relations. A real example of diplomacy carried out by the city is from the Toboali government which held the Toboali City on Fire festival as an effort of its cultural diplomacy. Toboali is one of the areas in Indonesia that has a lot of natural wealth, especially touris, destinations. Therefore, the Toboali govermment used this opportunity as an effort to del op the Toboali regional economy with culture through the Toboals City on Fire festival.
