Currently, housing developments are being built in sub-districts that have large land areas with relatively low prices. The use of private transport by the public can lead to congestion on the roads because of the narrow access roads. The government has prepared a plan for feeder transportation that will be connected to the bus and LRT. This newly operated feeder transport looks less than optimal during off-peak hours. It necessary to have routes that are efficient and easy to modify due to less number of passangers during off-peak hours and the number of passengers at each point is dynamic. With the out of distance (OOD) method to take advantage of rested transportation to take other routes during off-peak hours. The saving matrix method was studied for its effectiveness in planning efficient routes quickly. The result of study show that there are several potential areas to become OOD area, infrastructure development in accordance with environmental conditions and community needs, out of distance route, and saving matrix method is easy to use and get an efficient route
