CEDAW provides a basis for realizing equality between women and men guaranteeing equal access to women, and equal opportunities in political, public, educational, health and employment life and then developing dynamically, deepening and expanding the meaning of its substantive articles with General Recommendations formulated and then published by the CEDAW committee so that it is recognized by the world as a benchmark for gender equality and justice. This research uses the theory of regime effectiveness, namely that a regime is said to be effective influenced by the dependent variable which consists of 3 components, namely output, outcome, and impact. Output here means that the regime that has been agreed upon by a party usually consists of programs, organization and rules applied in a regime as a form of implementation of the provisions in the regime. This research shows that the implementation of the values in the CEDAW convention into Indonesian government regulations is accompanied by a decrease in cases of discrimination against women in Indonesia through data provided by SIMFONI-PPA.
