This paper analyzes the implementation process of the United Nations Guiding Principles on Business and Human Rights (UNGPs) in Indonesia. The author applies the concept of the international regime in seeing how effective the ratification of international norms of UNGPs in Indonesia is. Based on the theory of the international regime put forward by Gianluca Ferraro which consists of five phases. In each phase, the authors analyze the ratification process and domestic conditions of the country in responding to UNGPs. The results of the discussion showed that the implementation of UNGPs in the ratification phase of the Indonesian government with the dynamics of human rights discussions that occurred made the UNGPs norms a spirit of human rights improvement in Indonesia. In the next phase, namely Transformation into national legislation, UNGPs by the Indonesian government are applied in the form of regulations in the form of National Action Plans, Business and Human Rights (RANHAM). UNGPs through RANHAM put forward three main pillars in upholding human rights, namely, protection, respect and recovery of human rights violations. Furthermore, transformation into national legislation was realized with Presidential Decree No. 75 of 2015. The Exercise phase of the national programme through RANHAM and Target Group Response is overseen by the National Task Force on Business and Human Rights. Furthermore, the author finds that the Consequence phase of target groups response to regulation is not optimal with Indonesian conditions that provide more space for business people and do not maximize their role as a institution that ensures human rights run well.
