IMPLIKASI PARIS AGREEMENT DALAM PENURUNAN GAS EMISI DI INDONESIA DALAM SEKTOR FOLU (Forest and Other Land Use) Tahun 2016-2019
The occurrence of climate change cycles is increasingly attracting serious attention from countries in the world. This is largely influenced by the buildup of carbon emissions in the earth's atmosphere. This results in an increase in the world's average temperature every year, which requires every nation to focus its attention on climate change, including Indonesia. As an agricultural country with the majority of its citizens dependent on the agricultural sector, Indonesia tries to monitor carbon emission figures from year to year which are monitored and released by the Ministry of Environment and Forestry (KLHK). On the international scale, Indonesia has also shown its seriousness in participating in reducing this global problem. One of them is ratifying the Paris Agreement, which is a UN framework convention with a focus on addressing global climate change and reducing the increase in average world temperature. Each country that agrees to the Paris Agreement will also issue an NDC (Nationally Determined Contributions), which is a specific exposure document regarding the targets of each country in reducing its gas emissions. Indonesia itself focuses on reducing greenhouse gas (GHG) emissions from the energy, industrial, and FOLU (Forestry and Other Land Use) sectors, as well as efforts to reduce deforestation and forest degradation (REDD+). This research aims to analyze the Paris Agreement in dealing with global carbon emissions problems, especially in Indonesia from 2016 to 2019. The research method used is descriptive qualitative. The author uses the concept of regime effectiveness by Ronald B. Mitchell to explain the research based on 3 variable dimensions output, outcome, and impact. In terms of output, Indonesia has ratified the Paris Agreement in the form of UU No. 16 2016. In terms of outcomes, Indonesia is implementing efforts to reduce gas emissions in the FOLU sector based on the basic goals and targets of the Paris Agreement. On the impact side, there was a significant decrease in forest deforestation from 2016 to 2019.
