PENDEKATAN COLLABORATIVE GOVERNANCE DALAM PENJANGKAUAN GELANDANGAN DAN PENGEMIS DI KOTA PALEMBANG
This research aims to determine collaborative governance in the effort to alleviate homelessness in Palembang City. This is motivated by the increasing number of homeless people in Palembang City, which has led the government to collaborate in addressing the issue. The research method used in this study is qualitative with data collection techniques including interviews, observations, and documentation. The study employs Ansell and Gash's theory (2008), which consists of four variables: initial conditions, facilitative leadership, institutional design, and collaborative processes. The findings indicate that collaborative governance in the effort to alleviate homelessness in Palembang City is still not optimal. This is due to several variables that have not been implemented optimally, such as unscheduled and infrequent face-to-face dialogues and ineffective facilitative leadership. Supporting factors in the collaboration are quality human resources, while inhibiting factors identified are limited budgets and facilities and infrastructure. The author suggests that the Social Service Department should involve private parties in the development of rehabilitation centers, and that the Social Service Department, Satpol PP, and Polrestabes should be more active in conducting face-to-face dialogues, so that coordination can run optimally.
